ShapeOver gives you complete flexibility for unique lock screen overlays and customizations.
To create a new lock screen in iOS7:
1) open or take a picture within the app
2) select your favorite overlays for the top status bar or clock and "slide to unlock" areas of the wallpaper
3) save to camera roll
4) open in photos and select "use as wallpaper"
5) move and scale, and set!
